Work on legislative changes in the areas of combating corruption and financial crime, confiscation of illegally acquired assets, criminal legislation, and implementation of European and international recommendations was discussed by Justice Minister Nikolay Naydenov and Fabian Bornhorst, head of the International Monetary Fund (IMF) mission to Bulgaria, the Justice Ministry said here on Thursday.
Minister Naydenov presented the Government’s main priorities in the area of judicial reform. Among the immediate tasks, he highlighted the election of a new Supreme Judicial Council and amendments to the Judiciary Act aimed at strengthening the independence of magistrates and limiting outside influence on the judiciary.
The talks also focused on the digitalization of the justice system and the use of artificial intelligence, with the Minister stressing the need for technological development to be accompanied by a clear legal framework.
“The aim of the reforms is not legislation for its own sake, but greater security for citizens, a predictable environment for businesses and greater trust in institutions,” Minister Naydenov was quoted as saying in the statement.
Fabian Bornhorst stressed the importance of rule-of-law reforms for the investment environment, business and sustainable economic growth.
On Wednesday, Minister Naydenov presented France’s Ambassador to Bulgaria Marie Dumoulin with the country’s main priorities in the area of judicial reform. The meeting focused on preparations for future legislative and constitutional amendments aimed at improving the functioning of the judicial system and guaranteeing its independence.
Bulgaria’s Minister of Economy, Investments and Industry Alexander Poulev also met with the IMF delegation, led by Fabian Bornhorst, on Wednesday.
