Parliament adopted amendments to the Weapons, Ammunition, Explosives and Pyrotechnic Articles Act at second reading on Thursday.
The Interior Ministry maintains a unified automated electronic register of activities covered by the law, except for the manufacture of weapons, ammunition, explosives and pyrotechnic articles. The register is an information fund within the meaning of the Interior Ministry Act and contains identification data for firearms and their ammunition, identification data for explosives and the categories of pyrotechnic articles covered by issued permits, as well as data on the type, make, calibre and serial number of pneumatic, warning and signal weapons. Under the amendments adopted on Thursday, MPs also added an obligation to declare the type of suppressor.
The requirement for holders of permits to acquire, store, carry and use firearms and ammunition to submit documents relating to a change of permanent address has been dropped. The amendments also prohibit the use of pyrotechnic articles within urbanized areas during the hours designated for residents’ rest under regulations adopted by the respective municipal council.
The amendments reduce the administrative burden on applicants by removing the requirement to submit certain documents. Instead, applicants will only need to provide the number and date of issue of a permit for the use of the relevant facilities, or a copy of another document serving as a substitute where required under the Spatial Development Act, together with the name of the issuing authority, and/or the number and date of a certificate of conformity confirming that a mobile explosives manufacturing unit is fit for use. The requirement to notify the Economy Ministry in writing or electronically of any changes to a company’s registration details has also been dropped.
Parliament also voted that applicants seeking to manufacture explosives, weapons, ammunition and pyrotechnic articles must have their own or leased mobile explosives manufacturing units designed to manufacture explosives on site and load them directly into boreholes and/or blast holes.
