Legislation should support the continued availability of generic and biosimilar medicines in Bulgaria, parliamentary Health Committee Chair Kostadin Angelov said at a forum on Wednesday.
He was speaking at the opening of Generic and Biosimilar Medicines: A Guarantee of Sustainable Access to Treatment, a forum marking the 25th anniversary of the Bulgarian Generic Pharmaceutical Association.
Angelov said frequent changes to pharmaceutical policy legislation lacked a clear purpose or direction, creating an unpredictable environment that could lead to some medicines becoming unavailable. Lawmakers had a duty to halt this process and begin thinking strategically rather than politically, he said. There was no political confrontation within the Health Committee, only consensus aimed at ensuring citizens’ access to medicines, he added.
Bulgaria’s generic medicines industry accounted for 3% of GDP, making it a key sector of the economy that warranted special attention from the state, Angelov said. The authorities should support initiatives and adopt legislation that encouraged these medicines to remain on the Bulgarian market instead of driving them away, he added.
Every country relied on generic and biosimilar medicines to tackle diseases of major public health concern that were also leading causes of death, Angelov said. Bulgaria was among the EU countries worst affected by these diseases in terms of morbidity and mortality, he added. Even the wealthiest countries relied on generic medicines because they offered the best balance between cost and effectiveness, he said.
Association Chairman Nikolay Hadjidontchev said the anniversary marked 25 years devoted to ensuring Bulgarian patients’ access to quality treatment. Over that period, the association had established itself as a reliable partner to institutions in building accessible, high-quality healthcare based on treatment with generic and biosimilar medicines, he said. Serious challenges remained and would have to be tackled together, he added.
The forum is being held under the patronage of the parliamentary Health Committee.
