Balgarianovinite.com Minister of Agriculture and Food Plamen Abrovski sent official letters to the European Commissioner for Agriculture and Food Christophe Hansen requesting that the European Commission take exceptional measures to provide financial support to Bulgarian producers of cow’s milk and fattened pigs. The Agriculture Ministry stated on Friday that its actions are prompted by the prolonged adverse market conditions in both sectors, where purchase prices do not cover production costs and are causing serious difficulties for farmers.
In the dairy sector, since the start of 2026, the proportion of supplies sold below production cost has been rising steadily, leading to significant financial losses for producers, difficulties in servicing investment loans and a real risk of production ceasing. The letter states that Bulgaria has repeatedly raised the issue of the need for European support during meetings of the Agriculture and Fisheries Council (AGRIFISH).
The situation is similar in the pig farming sector, where the adverse trend has persisted since 2024. Production costs now significantly exceed purchase prices. Analyses by the Ministry of Agriculture and Food show a significant decline in the number of fattened pigs slaughtered.
In the two letters to the Commission, Bulgaria urges it to apply the provisions of Article 219 of Regulation (EU) No. 1308/2013 and to provide the country with exceptional financial support from the agricultural reserve in order to mitigate the effects of the market crisis and preserve production capacity in both sectors.
During an AGRIFISH meeting held in Luxembourg in June, Abrovski stated that farmers are facing serious challenges that include adverse weather conditions, damage to agricultural land, market instability and rising production costs. He noted that the situation on the milk market shows an alarming trend of falling purchase prices, which is an indicator of a deepening imbalance. The Minister highlighted the need to utilize the full range of instruments under the Common Market Organisation where this can alleviate the pressure on EU producers. The Minister added that appropriate market measures for rapid intervention should be implemented, including the use of funds from the agricultural reserve.
