Amendments to Public Debt Act on Parliament’s Draft Agenda 2026

Balgarianovinite.com The second reading of amendments to the Public Debt Act is included in the draft agenda of the National Assembly.
The bill enables the Finance Minister to issue government securities (government bonds) for retail investors (individuals). It also proposes that individual investors be exempt from paying fees and commissions when purchasing these government securities on the primary market. In addition, the Ministry of Finance would be required to establish and maintain an information system for the sale of government securities to individual investors.
On the first Wednesday of the month under the Rules of Procedure of the National Assembly parliamentary groups are able propose items on the agenda that must be included for debate.
The amendments to the Public Debt Act are the third item on this week’s draft agenda, following a proposal by Progressive Bulgaria (PB).
Before that, at the proposal of Democratic Bulgaria, MPs are expected to debate a draft resolution requiring the Chair of the State Agency for National Security (SANS) to provide documents and information, including classified information, related to data and investigations concerning the activities of Momchil Mavrov, Deputy Governor of the National Health Insurance Fund (NHIF).
On a proposal of Vazrazhdane, the draft agenda also includes a draft resolution requiring the Council of Ministers to take immediate steps to terminate the Cooperation Agreement between Bulgaria and Ukraine, signed in Kyiv on March 30, 2026.
The proposed agenda also includes the election of a Deputy Governor of the National Health Insurance Fund (NHIF). The sole nominee for the position is Assen Medzhidiev, nominated by Progressive Bulgaria. His term of office is proposed to run until 30 November 2028.
In addition, MPs are expected to consider the early termination of the mandates of Petko Stefanovski, Governor of the NHIF, and Momchil Mavrov, Deputy Governor of the Fund, following the submission of their resignations.
The draft agenda also provides for a hearing of Interior Minister Ivan Demerdzhiev regarding information held by the Ministry of the Interior (MVR) in connection with media reports about flights allegedly taken by MRF Chairman Delyan Peevski aboard private aircraft, the origin of the funds used to pay for those flights, and information concerning the other passengers. The proposal for the hearing was submitted by Todor Barbolov of Progressive Bulgaria together with a group of MPs.
The draft agenda also includes three proposed audits by the National Audit Office concerning the management of public finances. The proposals were submitted by Konstantin Prodanov of Progressive Bulgaria and a group of MPs.
Parliament is expected to consider a draft resolution requesting a performance audit of social benefit payments financed through the budget of the Ministry of Labour and Social Policy and the State Social Security budget for the period January 1 2020 to May 30 2026.
In addition, MPs are set to debate a draft resolution calling for a performance audit of the Ministry of Finance’s management of public finances over the same period, from 1 January 2020 to 30 May 2026.
The draft agenda also includes a proposal instructing the National Audit Office to conduct a compliance audit of the financial management of the Road Infrastructure Agency.
