The Annual Meeting of Local Authorities in Bulgaria opened here on Sunday with a discussion on “Local Policies in Action: How Municipalities Build a Better Environment for Children and Families”.
Opening the annual forum, Silvia Georgieva, Executive Director of the National Association of Municipalities in the Republic of Bulgaria (NAMRB), said good local policies should support children and families at every stage of life and be structured around their actual needs.
Child well-being is one of the most accurate indicators of the quality of public decisions made at the various levels of government, Georgieva said. Supporting children requires cooperation between education, healthcare, social services, sport and culture, rather than each system operating in isolation.
Georgieva noted that child policy had rarely been a separate focus of previous annual meetings of local authorities, usually being discussed in the context of education or demographics.
There is now greater understanding of early childhood development and the importance not only of physical safety and education, but also of emotional resilience, a sense of belonging and children’s confidence that their voices matter, she said. This makes it essential to put child well-being at the centre of public decision-making.
Municipalities have a particular role to play because they are closest to people and can identify gaps in services, the obstacles families face and the communities that certain support measures fail to reach, Georgieva said.
As an example of the need for coordination, she cited cases in which a school identifies a problem in a child’s family and must promptly alert other support services. Cooperation between institutions remains insufficiently effective at both central and local levels, she said.
Every major public decision should be assessed in terms of its impact on children and their families, as well as its potential long-term consequences, Georgieva said. She stressed that children and young people should be involved in shaping the policies that affect them, rather than being treated merely as their recipients.
Public institutions should speak openly about problems without stigmatizing people and present possible solutions respectfully, she said, adding that the language used by public authorities can help build trust and offer a sense of direction.
The discussion aims to demonstrate what municipalities can do for children and families even when resources are limited.
