Balgarianovinite.com The Association of Prosecutors in Bulgaria (APB) has published a draft of principle criteria when discussing candidates for Prosecutor General as announced by the association on Tuesday.
The document was prepared by the Scientific and Expert Council of the Prosecutor’s Office and aims to initiate a professional debate on the standards for selecting the leadership of the prosecution service. The association states that the text is not directed at a specific procedure or individual but aims to contribute an expert perspective to the conversation about the standards that society and the judicial community expect from the head of the prosecution service. Among the criteria included in the document are independence, professional experience and knowledge of the prosecution service, ethics and integrity, protection of the independence of prosecutors, professional authority and public trust, etc.
The initiative of the APB council is in response to the public appeal by the Minister of Justice to formulate criteria for nominating candidates for key positions in the judiciary. The association emphasizes that such a conversation is important for trust in the institutions and should be conducted with the participation of the professional community that works daily in the prosecution system.
The draft criteria have been sent to all members of the association for discussion, opinions and suggestions. According to the APB, the aim is to gather a wide range of opinions from prosecutors in the country, so that when forming a common position, the voice of the people who apply the law and work on cases on a daily basis is taken into account. After collecting opinions and suggestions from the association members, a summary of the opinions will be prepared, which will be reflected in the final draft of the criteria.
On Monday, caretaker Minister of Justice of Andrey Yankulov declared institutional support for any magistrate who is ready to come forward with his name and speak out about dependencies and criminal influence in the judicial system. The minister’s team declared its support for a new civil initiative for an independent and free judicial system.
