Balgarianovinite.com The reason for Bulgaria to incur budget deficits is not related to wages and pensions, the Confederation of Independent Trade Unions in Bulgaria (CITUB) says in an analysis published on its website on Thursday. According to the report, the problem can be sought mainly in the government’s investment intentions, which in themselves are extremely important, but it is unacceptable to use them as an argument for limiting people’s incomes.
CITUB recalls that according to the Public Finance Act, there is an order of prioritization of expenses, according to which employee remuneration and pension payments are placed in first and second position respectively, with capital payments being among the lowest positioned.
The topic was discussed earlier on Thursday by CITUB President Plamen Dimitrov. According to him, the statements that Bulgaria is borrowing money to pay salaries and pensions are not true. He cited data according to which in 2022, budget revenues exceeded expenditures by EUR 40 million, and in 2023 by EUR 820 million. Dimitrov commented that between 2022 and 2025, the only year in which the government was in the red, i.e. revenues did not reach the level needed to cover expenditures, was 2024, when expenditures surpassed revenue by EUR 716 million. “Even with budgetary increases in the security sector, revenues from taxes and social security contributions, as well as additional revenues from other fees, without EU funds, have de facto covered all expenses in salaries, pensions, social and health payments, and defence costs”, the CITUB President stated.
