Bulgaria will call for joint European action to ensure security in the Black Sea and end attacks on commercial vessels, Foreign Minister Velislava Petrova said at the European Union’s Foreign Affairs Council meeting in Luxembourg, as quoted by the Foreign Ministry’s press service on Monday.
She also called for work towards introducing a moratorium on attacks against commercial vessels, an issue affecting all countries in the region and one of the main points of her discussions, the Foreign Ministry said.
Security in the Black Sea is not merely a regional issue – it affects all EU Member States, Petrova noted, pointing out that recent developments showed an escalation and spread of the war in the region.
Petrova strongly condemned the strikes on commercial vessels in Bulgaria’s exclusive economic zone. She said the attacks posed serious risks to maritime safety. Bulgaria was ready to work with its partners to clarify the circumstances of the incident, the Minister said, also stressing the need for active diplomatic efforts to restore freedom and safety of maritime transport, the statement said.
At the meeting, the Ministers discussed the war in Ukraine, including strengthening air defence, emergency repairs to energy infrastructure and the provision of humanitarian aid ahead of the winter season. Attention was also given to coordinating efforts to restore Ukrainian grain exports through the Black Sea, the Foreign Ministry said.
On sanctions, Petrova called for coordinated action with G7 partners, stressing that unilateral measures could undermine the effectiveness of joint efforts. She said Bulgaria could contribute to energy security and supply diversification in the region through the capacity of its gas transmission network. She also stressed the need for the EU to play a more active role in the future peace process and to maintain unity in countering hybrid and cyber threats, the statement said.
During the discussion on enlargement and European security, the Ministers considered the contribution of candidate countries and potential candidates to EU security and defence. Petrova reaffirmed Bulgaria’s support for stronger EU engagement with the Western Balkans, Ukraine and Moldova. She stressed the importance of clear political will and a consistent pro-European approach, saying that anti-European rhetoric and hate speech were unacceptable. In her words, enlargement should be based on each country’s own merits, the actual implementation of reforms, compliance with the criteria and fulfilment of commitments.
In the discussion on the Middle East, the Ministers examined challenges to freedom of navigation in the Strait of Hormuz and the Bab el-Mandeb Strait, as well as their implications for security in the Red Sea and the wider region, the Foreign Ministry said.
Earlier on Monday, Minister Petrova told journalists that a political solution was needed to stop attacks on commercial vessels in the Black Sea and that work should be undertaken towards a moratorium on such attacks. The Foreign Minister also expressed hope that funding would be secured under the EU’s next multiannual budget for the establishment of a Bulgarian-Romanian Black Sea security centre.
