Balgarianovinite.com Bulgaria continues to insist on a fair valuation of external convergence and the addition of the corresponding funds to the preserved budget of the EU Common Agricultural Policy (CAP), said Agriculture and Food Minister Plamen Abrovski on Tuesday, speaking at a meeting of the EU Agriculture and Fisheries Council in Luxembourg. His participation in the proceedings was covered in a press release of his ministry.
Abrovski added that Bulgaria maintains its position that the application of payment reductions and caps should not affect farmers’ competitiveness. “The thresholds for payment reductions are too low and this will affect producers who contribute to food security,” the minister said. According to him, work should continue with a focus on ensuring a level playing field, genuine simplification and sufficient funding.
“In 2010, I participated in a Council meeting for the first time as an expert. Over the past 16 years, I have watched with interest how the decisions taken here are reflected in reality, because the more we talked about reducing the administrative burden, the more it was felt at farm level,” Abrovski noted.
According to him, over these 16 years, changes to the CAP should have made Bulgarian farmers more resilient and competitive on external markets, but instead conditions have been created for competition among themselves. “Yes, every country has its own specific characteristics and need for flexibility, but this should not come at the expense of our common competitiveness and our shared food sovereignty,” he added.
During the meeting, Minister Abrovski called for specific support for rose cultivation within the CAP framework after 2027. He said that conditions must be created to preserve and sustainably develop the sector. Abrovski stressed that the production of Bulgarian rose oil is a traditional livelihood with a history spanning more than 300 years, distinguishing Bulgaria within the European Union and worldwide.
He noted that in certain regions of the country, specific knowledge and skills related to producing high-quality planting material, cultivating rose plantations, harvesting rose blossoms and distilling rose oil have been preserved across generations. According to him, these traditions and accumulated expertise have made Bulgarian rose oil a recognized symbol of both Bulgaria and the European Union around the world.
“Rose cultivation is part of Bulgaria’s cultural, historical and economic heritage. We must take measures to preserve this unique sector and ensure conditions for its sustainable development,” Abrovski concluded.
Minister Abrovski also informed Council members about the state of the market in Bulgaria. “Agricultural producers are facing serious challenges – adverse weather events, damage to agricultural land, market instability and rising production costs,” he said.
He noted that developments on the milk market indicate a worrying trend of declining purchase prices, which points to a deepening imbalance, and stressed the need to use the full range of instruments available under the Common Market Organization whenever they can help ease pressure on EU producers.
The minister added that appropriate market measures for rapid intervention should be applied, including the use of funds from the agricultural reserve. “In May, a slight increase in the prices of major cereals and oilseed crops was observed in the country, linked to forecasts of reduced global production in the next marketing year, as well as rising energy and fertilizer prices on international markets,” Abrovski said.
As part of his participation in the Council meeting, Abrovski held a bilateral meeting with Martin Heydon, Ireland’s Minister for Agriculture, Food and the Marine, whose country will hold the next Presidency of the Council of the European Union.
Abrovski stressed that the CAP must retain its common character. His Irish counterpart supported this position, saying that the renationalization of the policy carries risks. Abrovski also informed the future Presidency about the need to preserve Bulgaria’s rose-growing sector, which is unique within the EU. Heydon said that the Presidency understands this Bulgarian priority.
