Bulgaria has no grounds for concern about a diesel shortage as long as Lukoil Neftohim Burgas is operating and supplying the quantities needed by the domestic market, the Burgas-based refinery said in a statement on Saturday.
The refinery produces between 240,000 and 260,000 tonnes of diesel a month, while domestic consumption reaches up to 190,000 tonnes, it said. This allows it to meet domestic demand and export the surplus, Lukoil Neftohim Burgas said in a statement on diesel exports and security of domestic supplies.
The company stressed that a ban on exports does not increase the amount of fuel available to Bulgarian consumers, but instead restricts production and puts pressure on the refinery’s operating efficiency.
The refinery also said that banning exports of high-value-added products such as diesel and jet fuel deliberately reduces Bulgaria’s gross domestic product and the internationalization of its economy. According to the company, this slows economic growth, results in lost benefits for society and directly affects the well-being of Bulgarian citizens.
On September 23, Bulgaria’s Parliament repealed its October 31, 2025 resolution imposing a temporary ban on exports and intra-Community supplies to EU Member States of petroleum products, mainly diesel and aviation fuel. The draft resolution, submitted by the Council of Ministers, was backed by the ruling Progressive Bulgaria with 121 votes in the 240-seat Parliament.
Earlier on Saturday, GERB leader Boyko Borissov said he had warned at the time that lifting the ban on diesel fuel exports was “a gross mistake that would bring huge profits to certain traders at the expense of consumers”.
