Bulgaria Meets All International Standards on Combating Money Laundering and Terrorist Financing, GERB-UDF Says 2026

Balgarianovinite.com Bulgaria complies with all international standards in the fight against money laundering and terrorist financing, MP Temenuzhka Petkova said in a declaration on behalf of the GERB-UDF parliamentary group on Thursday.
Petkova said that on Wednesday the Council of Europe’s Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) announced the completion of its fifth round of evaluations of Bulgaria.
On Wednesday, it was reported that MONEYVAL had concluded the Fifth Evaluation Round for Bulgaria and found that the country had achieved either ‘compliant’ or ‘largely compliant’ ratings on all 40 recommendations of the Financial Action Task Force (FATF). According to MONEYVAL’s conclusions, Bulgaria has strengthened its legal framework for preventing and combating money laundering and terrorist financing.
Petkova recalled that in October 2023 the Financial Action Task Force placed Bulgaria on its so-called “grey list”, a move which she said had caused significant reputational damage to the country. According to the GERB-UDF declaration, the listing resulted in losses for Bulgarian businesses and discouraged foreign investors from creating jobs in the country, while Bulgaria was subjected to enhanced international monitoring.
Petkova said that the final assessment showed Bulgaria had fulfilled all 40 of MONEYVAL’s recommendations. She added that the Financial Action Task Force is expected to issue its decision by the end of 2026 following the evaluation.
According to her, the Committee acknowledged Bulgaria’s efforts and the extensive reforms carried out in the Penal Code and the Criminal Procedure Code to modernize and strengthen the legal framework against money laundering and terrorist financing. She also highlighted the introduction of procedures for asset confiscation and the imposition of precautionary measures on bad-faith third parties within criminal proceedings.
The former finance minister argued that under Rosen Zhelyazkov’s government Bulgaria had completed all recommendations and was now on the verge of being removed from the FATF grey list by the autumn of 2026.
Petkova said that the achievement was not the result of good intentions alone, but of difficult decisions, consistent reforms, and political determination. Reforms produce results when there is sufficient will to see them through to completion, she added.
