Bulgaria’s National Assembly voted on September 9 overwhelmingly in favour of the second and final reading of legislative amendments that will give revenue officials access to information on users of crypto assets.
In the 240-seat House, the Tax and Social Security Procedure Code amendment bill, tabled by the Cabinet and which transposes two European directives into Bulgarian law, was approved with 149 votes in favour, none against and with 10 abstentions.
In line with the European directives, tax authorities in the EU and partner countries will be able to exchange information on persons trading in crypto assets.
A requirement is created for companies dealing in crypto assets to register and provide information to the Revenue Agency.
The companies will have to provide the National Revenue Agency with data on each crypto asset user, including names, address, date and place of birth, the member state or partner jurisdiction of residence for tax purposes, and tax identification number.
The companies will be obliged to provide information about each type of crypto asset in respect of which the provider has carried out transactions, transfers and exchanges. This information includes the total gross amount received from transactions, the number of units traded, the number of purchases or sales of crypto assets against fiat currencies, as well as transactions conducted solely in crypto assets.
The deadline for EU member states to approve such legislation passed on December 31 2025. The EU directives are intended to combat tax evasion and tax avoidance.
