Balgarianovinite.com Bulgaria is ready to sign an administrative agreement to accompany its Social Security Agreement with Azerbaijan. This is necessary because pension institutions in Azerbaijan are refusing to process requests under the Social Security Agreement and are not exchanging information with Bulgaria regarding eligible persons. The explanation given by Baku is the absence of an accompanying administrative agreement.
The matter was discussed on Monday between Bulgaria’s caretaker Minister of Labour and Social Policy Hasan Ademov and Azerbaijan’s Minister of Labor and Social Protection of the Population Anar Aliyev. The two met on the sidelines of the OECD Skills Summit 2026 in Istanbul, Turkiye, Ademov’s ministry reported in a press release.
The two ministers expressed readiness for active cooperation on labour market issues. Ademov said that the Bulgarian government has approved a draft agreement on regulating labour migration between the two countries, and negotiations on its signing are nearing completion.
The press release also reported that a draft action plan for 2026–2027 has been prepared for implementing the Memorandum of Cooperation between Sofia and Baku, which has governed bilateral relations since 2011. Ademov noted that, given the upcoming change of political leadership in Bulgaria, it will need to be approved by the new leadership of the Ministry of Labour and Social Policy.
In Istanbul, Ademov is accompanied by his Deputy Minister Natalia Efremova. The April 27-28 Skills Summit of the OECD (Organisation for Economic Co-operation and Development) is discussing the topic of rethinking formal education, harnessing adults’ skills and tapping into hidden talent, to fully develop and use countries’ skills bases. Ademov will present Bulgaria’s experience in this area.
He also plans to talk with Vedat Isikhan, the Turkish Minister of Labor and Social Security.
