Bulgarian IT Association Calls for Changes in Information Services AD Management for Greater Transparency 2026

The Bulgarian Association of Information Technologies (BAIT) participated in the regular annual General Meeting of Shareholders of Information Services AD on October 9 in its capacity as a minority shareholder holding 46 shares, the BAIT said Monday. The Association voted on all eight items on the agenda and reaffirmed its position in favour of changes in the company’s management aimed at greater transparency, accountability, and independent oversight.
The BAIT continues to uphold its position regarding the need to transition to a two-tier governance system with a Supervisory Board to ensure strategic and independent oversight. The BAIT’s position is that this Supervisory Board should include representatives of the State, government agencies (as service users), the ICT sector, and independent experts to achieve a balance between the interests of the State, business, and society.
The BAIT notes that it has become a shareholder in Information Services because for years it has consistently raised the issue of the company’s role as the State’s sole systems integrator. The BAIT still views share ownership as the only way to stay informed and express its position on the operations and management of Information Services in the interest of businesses and society. For this reason, the Association has not received a mandate from its governing bodies to sell its shares, the BAIT reported.
The BAIT supports the State’s role in setting standards and policies for electronic governance but remains critical of the unacceptable combination of regulatory functions and market participation through a public company, which receives direct contracts without competition. According to the BAIT, the systemic importance of Information Services requires higher standards for control and risk management, which calls for changes in the way it is managed to ensure independent oversight. The Association remains open to an open dialogue on sustainable solutions in the interest of effective e-governance and fair competition.
