Parliament on Friday approved at two readings in a single sitting a bill ratifying the Air Services Agreement between the governments of Bulgaria and Mongolia, signed in Sofia on November 21, 2025. The bill was submitted by the Council of Ministers.
The agreement establishes the necessary legal framework for bilateral cooperation in air transport between Bulgaria and Mongolia. It reflects the latest developments in international civil aviation and the regulatory practices applicable to the provision of air transport services in the two countries’ markets.
It sets out the conditions for the sustainable and mutually beneficial operation of scheduled international air services in line with current international standards and requirements for technical safety, security and economic efficiency.
The agreement will give air carriers access to the markets of both countries without restrictions on routes, capacity or flight frequencies. It also provides for greater pricing flexibility and opportunities for cooperation between carriers through commercial arrangements and established industry rules.
The agreement is expected to increase passenger and freight volumes, lower airfares on routes where genuine competition exists, improve passenger services and boost revenue from air transport infrastructure. It is also intended to stimulate tourism and strengthen cultural, political, scientific and educational ties between the two countries.
