The Council of Ministers has adopted a decree approving changes to the 2026 budget of the Finance Ministry to provide EUR 126.6 million from the central government budget as the first cash contribution towards an increase in the capital of Maritsa East Holding EAD (MEH EAD), the Government Information Service said on Tuesday.
Under the decision, the State will gradually increase its shareholding in the capital of MEH EAD through cash contributions of EUR 126.6 million in 2026 and EUR 25 million in 2027. The funds will finance the holding’s normal operations and cover all activities and measures related to the restoration of land disturbed before the concession agreement came into force in 2008, for which a letter of comfort was received from the European Commission in 2025.
MEH EAD was established by a decision of the Energy Minister on August 31, 2026, in implementation of a Council of Ministers decision concerning the Recovery and Resilience Plan reform aimed at improving the corporate governance of state-owned enterprises in the energy sector. The company was established by separating Maritsa East 2 Thermal Power Plant (TPP) EAD and Maritsa East Mines EAD from Bulgarian Energy Holding EAD and making them subsidiaries within the newly established holding company.
MEH EAD aims to preserve and develop the strategic potential of the Maritsa East energy complex by gradually transforming it into a modern energy and industrial hub. In the medium term, the companies within the holding will manage the existing generation and mining assets efficiently and on an economically sound basis, taking into account their role in the security of the electricity system. At the same time, conditions will be created for the development of new economic activities that make use of the existing competitive advantages of the Maritsa East complex.
Maritsa East Holding EAD is a newly established holding structured as part of Bulgaria’s commitments under the Recovery and Resilience Plan. As a result, it does not have the liquidity required to launch and finance its operations in the short term. The acts adopted by the Council of Ministers are intended to ensure its normal functioning, the Government Information Service added.
