Balgarianovinite.com Reports of violations submitted to the Commission for Protection of Competition have quadrupled over the past year, Commission Chair Rosen Karadimov said in a TV interview on Saturday, the Commission’s press service said. Karadimov said this showed restored trust in the institution he heads.
Karadimov said the increase also pointed to accumulated problems in public life, as the Commission receives many reports that fall outside its powers. He noted that the Commission is a regulatory, not a control, body.
Its task is to analyze competition breaches in depth and propose expert solutions that improve entire sectors of the economy, Karadimov said. He pointed to the Commission’s work over the past year in food, fuels, pharmaceuticals and public procurement.
In the food sector, the Commission analyzed the supply chain from producer to end consumer and found serious structural imbalances that leave Bulgarian agricultural producers in a weaker market position. The analysis led to 19 measures and recommendations to the executive and legislature.
The Commission has opened proceedings against two retail chains over possible unfair commercial practices and later began a preliminary probe into two others. It is also reviewing an approved concentration on the dairy market between Tirbul EAD and United Milk Company EAD, and imposed a fine of nearly EUR 310,000 on Klas Food EOOD and Alfa SD OOD over the misleading offering of a product containing more than 95% non-dairy fat as butter.
Over the past year, the Commission has opened more than 1,100 proceedings under the Public Procurement Act and issued nearly 950 acts. Countering bid manipulation and cartel agreements in public procurement remains a priority, with eight proceedings currently under way over suspected bid rigging.
The Commission’s role has come into focus in areas where market concentration, public procurement and price pressure overlap. In late June, a suspended road guardrail procurement worth more than EUR 490 million was under review by the Commission, while officials also raised concerns about limited competition among suppliers and prices allegedly above market levels.
Food prices have also remained under sustained public and institutional scrutiny. A national Care Basket initiative was launched to support consumers and Bulgarian producers, with the aim of promoting transparent pricing, limiting speculative practices and improving market stability. Checks linked to the euro changeover and fuel pricing have also kept retail market behaviour high on the public agenda.
