Balgarianovinite.com The Constitutional Court could strike down parts of the 2026 State Budget Act if underfunding prevents institutions from functioning normally, Constitutional Court Chair Pavlina Panova said on Tuesday. Panova was speaking in a NOVA News interview about plans by GERB-UDF and Continue the Change (CC) to challenge the Act before the Court.
Panova noted that matters could be referred to the Constitutional Court by one fifth of MPs, the President, the Council of Ministers, the two supreme courts or the Prosecutor General. The Ombudsman and the Supreme Bar Council could also make referrals in cases involving citizens’ rights and freedoms.
“I make no secret of the fact that some of the funding we requested from the Ministry of Finance was cut significantly, particularly staff funding. We made permitted internal reallocations within our budget to offset the social insurance contributions payable by our civil servants, 20% in 2026 and 40% in 2027. We were therefore able to raise their salaries so their net pay would not fall,” Panova said.
Asked about President Iliana Iotova’s plan to run in the presidential election, Panova said her personal view was that Iotova was completing another person’s term and would begin her first term if elected.
“My personal view is that Iotova is currently completing someone else’s term. It is not her term. She is entitled to a full presidential term, so if elected head of State, she will begin her first term as President,” Panova said.
