Continue the Change Secures Signatures for Committee Meeting on Publication of Pardon Decrees 2026

Continue the Change (CC) has collected the signatures needed to convene an extraordinary Legal Affairs Committee meeting on a bill requiring publication of presidential pardon decrees, the party said on Friday.
The proposed meeting would be held in Parliament on October 14, 2026, at 14:30 to consider amendments to the State Gazette Act. A request to convene the committee must be signed by one-third of its members, the party’s press office said.
The amendments, drafted by CC, would require publication in the Gazette’s official section of all pardon decrees issued by the president or vice president from July 13, 1991, until the amendments take effect.
The party said the existing exemption from publication failed to provide a single, publicly accessible and permanent official record of pardon decrees. This was particularly sensitive in cases involving crimes of major public concern and undermined confidence in both the presidency and the justice system, CC said. Publication would reveal the legal classification of the offence, the nature and extent of the punishment imposed and the portion already served, the bill’s sponsors said.
The bill would also remove the exemption from publication for decrees making appointments within the President’s administration. This would make the membership of the presidential Pardon Commission transparent, CC said, adding that the names of its current members were not publicly known.
The bill was tabled by CC MPs on September 17, 2026, and referred to the Legal Affairs Committee the following day, the National Assembly’s website shows.
A few days earlier, CC asked President Iliana Iotova to provide documents and information on the grounds for pardoning Ognyan Atanasov, known as the “Petrich Escobar”, who had been convicted of serious crimes. The request concerns a video that the party claims shows Atanasov taking part in a fight between inmates at the prison hospital on November 16, 2022, three weeks before he was pardoned on December 5, 2022.
