Balgarianovinite.com Bulgaria’s Economic and Social Council (ESC) calls for new national measures to mitigate the impact of high electricity prices and strengthen consumer protection, warning that the absence of a National Energy Strategy continues to create uncertainty for energy companies and major consumers.
In a position received at BTA, ESC says Bulgaria should reassess energy policies developed before recent market and geopolitical changes, citing concerns that the rapid expansion of renewable energy sources and the retirement of coal-fired power plants could weaken the security and stability of the electricity system.
The ESC also urges authorities to launch a broad public information campaign ahead of further electricity market liberalization, arguing that households and small businesses must be adequately prepared for increased exposure to market price fluctuations.
Highlighting Bulgaria’s high levels of energy poverty and declining industrial competitiveness, the Council warns that liberalizing the household electricity market without sufficient consumer awareness and preparation could have negative consequences. It recommended delaying full supplier choice until the market is fully integrated with the European Union and consumers can make informed decisions.
The ESC expresses concern over rising risks to the resilience of Bulgaria’s power grid, warning that the growing share of non-synchronous renewable generation could undermine system stability. It calls for a cautious approach to large renewable energy projects and greater investment in baseload and long-term balancing capacity, including nuclear and pumped-storage hydropower plants.
The Council supports maintaining a minimum number of large synchronous generating units at coal-fired power plants to preserve system inertia, grid stability and security of electricity supply.
In addition, the ESC calls for Bulgaria to update its national position ahead of European discussions on emissions trading and carbon border adjustment mechanisms, while ensuring close coordination between state institutions and industry in developing practical national solutions.
