Economy Minister Poulev Meets with IMF Delegation

Bulgaria’s Minister of Economy, Investments and Industry Alexander Poulev has met with a delegation from the International Monetary Fund led by Fabian Bornhorst in Sofia. “Our aim is to reduce the administrative barriers for businesses, accelerate investment processes, and create a more predictable and competitive environment for investors,” Poulev said, as quoted by his Ministry.
Poulev presented the measures taken to facilitate investors, outlining the consolidation of investment activities within his Ministry and the establishment of a central coordination unit at the Council of Ministers, which brings together representatives of institutions involved in the implementation of strategic investment projects.
Key topics included the comprehensive administrative reform being developed in active dialogue with business, industry, chambers of commerce, and other stakeholders. “Our goal is to shorten deadlines, reduce regulatory burdens, and increase the efficiency of the administration,” Poulev said.
The meeting also addressed the potential of public-private partnerships to mobilize private capital and implement infrastructure projects. Poulev outlined the partnership with the European Bank for Reconstruction and Development for structuring projects and attracting private investment.
Attention was also given to the national programme supporting industrial zones. Poulev identified investments in energy and transport infrastructure as key priorities, saying they can unlock the potential for expanding production and attracting new investors.
During the meeting, issues related to the accelerated adoption of digital technologies in both public administration and small and medium-sized enterprises were discussed.
Mission head Fabian Bornhorst noted that measures to improve the business environment and increase competitiveness are important for overcoming the structural challenges facing the economy. Energy was also identified as a key factor, including the need for more efficient energy use and support for the structural transformation of industry.
The discussion highlighted the importance of political stability and predictability of the environment as key factors for sustainable economic development, investment, and long-term business planning.
An IMF mission led by Bornhorst began in Sofia on September 28 and will continue until October 2.
