Balgarianovinite.com The Ministry of Economy, Investments and Industry has published for public consultation a draft methodology for determining the fair value of essential food products, the ministry’s press office said on Friday.
The methodology aims to establish a single, transparent and reproducible mechanism for determining an indicative fair value that would serve as a reference point for consumers. The ministry stressed that the methodology is intended to increase transparency and predictability and is not a mechanism for administratively setting prices or interfering with the principles of the free market economy and competition.
According to the draft, the fair value of products would be determined by combining two independent components: local production cost and European price parity.
The methodology envisages an integrated model based on objective market data, including wholesale prices, operating costs, acceptable technological losses, a target operating margin and comparisons with price levels across European Union member states using internationally recognized statistical indicators.
According to the document, the model would establish a single, transparent and reproducible mechanism enabling comparisons between actual market prices and economically justified price levels.
The methodology will apply to retailers selling food and non-food products, alcoholic and non-alcoholic beverages, tobacco products and medicines that meet the turnover thresholds set out in the legislation. Its scope will be limited to products designated by order of the Economy Minister, allowing it to focus on goods of greatest importance for everyday consumer spending.
In late June, more than 10 retail chains joined a national Care Basket initiative, launched to support consumers and Bulgarian producers. The government said at the time that the initiative, which is expected to run for at least six months, provides for discounts of at least 15% off the regular retail price of essential products.
Presenting the initiative on June 8, Prime Minister Rumen Radev said curbing the rise in the prices of essential food products is one of the government’s top priorities.
