Balgarianovinite.com The government’s administrative reform envisages transforming the Sustainable Energy Development Agency (SEDA) by integrating it into the structure of the Energy Ministry. The main objective is to strengthen, improve and further develop administrative capacity, the Ministry said on Friday.
The proposed amendments to the Energy Efficiency Act have already undergone public consultation. The amendments transpose into Bulgarian legislation the Energy Efficiency and Energy Performance of Buildings EU Directives.
The expected outcomes of the planned administrative reform include improved coordination, streamlined administrative processes and greater efficiency in the use of public resources. The proposal is in line with a key priority of the government’s programme, which calls for the consolidation of administrations, their integration as units within the structures of the respective first-level budget spending authorities, the optimizing of territorial structures and a reduction in management levels.
A functional review of the administration conducted prior to the proposed restructuring found no functional overlap between the specialized functions of the Ministry and those of SEDA. Such overlap does, however, exist in management and general administrative functions, which are maintained separately by both the Ministry and the agency. SEDA currently has its own general administration responsible for financial and accounting services, legal services, human resources, records management, information technology and property management. The same groups of functions are also organizationally provided for within the Energy Ministry.
Merging the two structures would streamline processes and reduce the risks associated with unnecessarily prolonged information-sharing and coordination procedures, delays in providing information and other negative consequences.
The proposed approach of transforming SEDA by integrating it into the structure of the Energy Ministry will allow the Agency’s expert capacity to be retained while enabling a more flexible and efficient allocation of staff through the shared use of legal, financial, administrative and IT resources, the Ministry said.
The statement emphasized that the reform will not affect the specialized activities currently carried out by SEDA. On the contrary, integrating the Agency into the structure of the Energy Ministry will preserve and further strengthen its capacity. This, in turn, is expected to benefit users of the Agency’s services by reducing service delivery times.
Recognizing that broad acceptance of the reform by the professional community is a key factor in its successful implementation, the Energy Ministry will invite stakeholders to discuss the proposed measures.
On August 25, twenty-one prominent professional and civil society organizations issued a warning to Prime Minister Rumen Radev and Energy Minister Iva Petrova, opposing the planned transformation of the Sustainable Energy Development Agency, which reviews the measures implemented by businesses to reduce energy consumption and monitors the effect of home retrofitting. They fear that if the Agency becomes an Energy Ministry directorate, it will be used for nothing more than to review and report on the Ministry’s own policies and programmes. They argue that the proposed change in SEDA’s status threatens decades of institutional capacity built to manage the country’s green transition.
