Democrats for a Strong Bulgaria Chair and Democratic Bulgaria (DB) MEP Radan Kanev, speaking to reporters in the parliamentary lobby on Friday, described Bulgaria’s position in negotiations on the European Union’s long-term budget as “absurd, dangerous and inexplicable”.
The Bulgarian government said it supports reducing the EU’s overall budget because this would mean a smaller national contribution. Kanev urged the government to consider that Bulgaria has traditionally been the EU budget’s largest net beneficiary. In other words, the difference between what the country contributes and what it receives is among the largest, meaning that a reduction in the overall budget would certainly reduce the funding available to Bulgaria, he said.
He added that Bulgaria’s position on preserving funding for cohesion and agriculture while sharply cutting allocations for competitiveness and innovation was also misguided.
“There is no one flying the plane”, DB MP Martin Dimitrov said, commenting on the 2027 budget and the projected deficit. He noted that while the government was talking about a deficit of around 3%, it had submitted figures to Brussels indicating a deficit of 4.3%, which he said effectively amounted to 5%.
Once one-off revenues, such as the windfall profits tax, were excluded, the deficit for next year would reach 5%, putting Bulgaria on a path towards disaster, Dimitrov said.
He reiterated the proposal to compensate citizens for fuel costs by providing a subsidy of EUR 0.20 per litre, funded through a windfall profits tax on the entire oil sector and additional VAT revenues, so that people could see tangible results.
Dimitrov said the only partially positive aspect of the report submitted to the European Commission was the proposed increase in the VAT registration threshold. He noted that his party had called for the threshold to be raised to EUR 85,000 to support 200,000 businesses, while the government was proposing EUR 75,000. Although this amounted to only a partial step towards their proposal, he described it as good news.
A key risk facing the budget was the lack of fiscal buffers to deal with potential crises, Democratic Bulgaria MP Vladislav Panev said. Developments in the Black Sea could negatively affect Bulgarian imports and exports and, consequently, budget revenues, he warned.
A regional crisis, which appeared to be taking shape already, could serve as a wake-up call for Bulgaria’s public finances and reveal “who has been swimming without a bathing suit” in recent years, Panev added, referring to the period during which the last two regular governments had been in office.
