Democratic Bulgaria (DB) on Wednesday proposed that Bulgaria seek consultations with its NATO allies under Article 4 of the North Atlantic Treaty and an urgent UN Security Council meeting following the drone attacks on vessels in Bulgaria’s exclusive economic zone in the Black Sea.
The proposals are among a series of measures DB wants included in the position adopted by Wednesday’s Consultative Council on National Security (CCNS), Floor Leader Nadejda Iordanova said in a declaration in Parliament.
The CCNS, convened by President Iliana Iotova, is meeting to discuss risks and threats to Bulgaria’s maritime security and critical infrastructure in the context of the war in Ukraine.
DB wants Bulgaria to send a diplomatic note to Russia accusing it of a serious violation of international maritime law and demanding that Moscow cease military or other offensive actions in Bulgaria’s exclusive economic zone in the Black Sea.
The party also proposes that Bulgaria request consultations under Article 4 of the North Atlantic Treaty, under which NATO members may consult when, in the opinion of any of them, their territorial integrity, political independence or security is threatened.
DB further wants the CCNS to call for an urgent UN Security Council meeting on the attacks, involving the countries whose flags the affected vessels were flying.
The parliamentary group also called for Bulgaria to strengthen its participation in NATO counter-drone capabilities and develop the capacity to detect, track and neutralize drones posing a threat. It said Bulgaria should participate fully in European projects involving drones, counter-drone capabilities, maritime and underwater security and protection of NATO’s eastern flank.
Another proposal is to establish a permanent mechanism for coordination with Romania, Turkiye and other NATO allies on Black Sea security, including intelligence sharing, a common picture of the air and maritime situation, and coordination in responding to drone threats.
DB also wants a comprehensive assessment of what it described as Russian intelligence, sabotage and hybrid operations that could affect Bulgaria, as well as an assessment of cooperation between Bulgarian security services and their foreign partners.
On Ukraine, DB called on the CCNS to reaffirm Bulgaria’s support for a full, immediate and unconditional ceasefire followed by substantive peace negotiations. Iordanova referred to a joint statement joined by Bulgaria at the UN General Assembly on September 23, which said Ukraine had agreed to such a ceasefire and called on Russia to do the same.
“We want peace, and that is precisely why we want Russia to cease fire and begin real negotiations,” DB said, adding that peace should not allow borders to be changed by force.
