Iva Mihaylova and her mother Hristina Mihaylova accused North Macedonia’s Foreign Minister Timco Mucunski on Thursday of lying about the young woman’s access to adequate treatment.
The young woman from Kocani and her mother posted almost identical appeals to the Bulgarian media on their Facebook profiles. They disputed Mucunski’s statement at a press conference in Sofia that she could receive adequate treatment in North Macedonia for injuries sustained in a crash a year earlier.
The crash occurred on October 7, 2025, leaving one person dead and several people, including the young woman, injured. Her identity documents were seized afterwards. She is standing trial on charges of a serious road safety offence before the court in Kocani. The court has refused to return the documents she needs to seek treatment unavailable in North Macedonia.
“I find Mucunski’s statement brazen, as well as a lie. Iva Mihaylova has submitted to the court in North Macedonia an opinion from a panel of five doctors at the State hospital in Skopje stating that she urgently needs surgery and subsequent rehabilitation, for which North Macedonia lacks the technical and medical capacity. The opinion says this surgery and subsequent specialist treatment can be provided in Bulgaria, Turkiye or Israel. Nevertheless, in breach of its own earlier ruling, the court denied my daughter the right to receive this urgently needed treatment, condemning her to permanent disability. At the same time, Minister Mucunski brazenly lied to the Bulgarian public and media that my daughter could receive adequate treatment in North Macedonia. He also said he did not want to interfere in the court’s work, but failed to mention that the driver who caused the crash involving my daughter, in whose car someone died, was among construction workers on their way to work at his villa in Berovo,” her mother wrote on Facebook.
In a video posted on Facebook, the young woman said doctors in Skopje had also recommended rehabilitation in Shtip. This was impossible because she was not permitted to leave Kocani, even with a financial guarantee of EUR 80,000, she said.
“How can Iva receive adequate treatment when the prosecution is deliberately refusing to let her travel twice a week to the neighbouring town for rehabilitation? Does Mucunski have children? Does he have any humanity in him, to lie so brazenly about my daughter?” her mother wrote.
At a press conference in Sofia after attending a meeting on the Corridor VIII rail route, Mucunski said North Macedonia’s healthcare system provided the necessary medical care to every citizen, including the young woman, who holds North Macedonian and Bulgarian citizenship.
Mucunski said representatives of the Bulgarian Government had raised the issue at previous bilateral meetings. North Macedonia had proposed a visit by Bulgarian medical specialists with the necessary expertise to verify that the young woman was receiving the treatment she needed. “This is a gesture of goodwill, not an obligation of the Republic of North Macedonia,” he said.
