During Question Time in Parliament on Friday, Finance Minister Galab Donev said that if the audit of public finances commissioned by the Bulgarian National Audit Office finds that budget expenditure was not properly accounted for in 2025, the report on the execution of last year’s state budget will be revised. The question was raised by MP of GERB-UDF and former finance minister Temenuzhka Petkova.
She asked about the approved report on the execution of the 2025 state budget, which put last year’s deficit at 2.9% of GDP after the application of a derogation for defence expenditure. The report’s conclusions stated that the figures could be revised based on the Audit Office’s findings, she noted.
Donev said the National Audit Office was expected to complete its final audit report by the end of October. The findings would then be made available to the Finance Ministry, the National Statistical Institute and Eurostat.
The Minister said that if the audit found expenditure had been correctly accounted for, the 2025 budget execution report would remain unchanged.
Petkova, in turn, said that during a hearing before the relevant parliamentary committee, Regional Development Minister Ivan Shishkov stated that the Audit Office had provided him with data on more than BGN 1 billion in transferred expenditure. She described this as manipulated data and said GERB had evidence to support its claims and would inform the relevant institutions if necessary.
In response, Donev said that doubts about Bulgaria’s official institutions should not be raised from the parliamentary rostrum, and stressed that the Audit Office worked on the basis of documentary evidence.
“Whatever dates these documents show will be reflected in the report. If the truth turns out to be embarrassing for Bulgaria, let it become clear what we have been doing over the years. This is the objective truth, which will be established by an independent State audit body. The tasks assigned to the National Audit Office were assigned by Parliament. Everything in the report will be official, and we will have no choice but to comply with the findings it presents,” Donev said.
