Parliament’s Committee on Energy Wednesday rejected at first reading a bill amending the Control over the Implementation of Restrictive Measures in View of Russia’s Actions Destabilizing the Situation in Ukraine Act, submitted by Kostadin Kostadinov and a group of MPs. The bill would allow the Council of Ministers to request an exemption from the ban on imports of Russian crude oil and petroleum products.
Two MPs voted against the bill, while ten abstained.
Dimo Drenchev of Vazrazhdane said the proposed amendments would give the government a tool to better protect the national interest.
Energy Minister Iva Petrova said the ministry’s position was negative and that it did not support the proposed amendments. “We did not support it on the grounds that there is an EU regulation currently in force and there is no procedure under which a Member State can obtain an exemption. The regulation is binding in its entirety,” she said.
Zdravko Ognyanov of Progressive Bulgaria noted that when legislation is proposed, people are owed not only good intentions but also a solution that can actually be implemented. The ban for which the bill seeks to provide an exemption is not a national measure but was imposed by an EU regulation, he said.
The explanatory notes to the bill, which was not approved, state that its aim is to establish a clear legal framework for protecting the national interest when restrictive measures in the energy sector are applied in situations that could be considered exceptional, including those resulting from international military conflicts and tensions in key regions, such as the conflict between the United States and Iran.
“This situation in particular has had a global impact on energy markets and led to a surge in fuel prices. A direct consequence of this is the continued rise in prices,” the sponsors said.
Under the proposed amendments, the Council of Ministers would take the necessary steps to submit reasoned requests for temporary exemptions from bans on imports of fuels from Russia in exceptional circumstances. In such cases, it would also take urgent, temporary and proportionate measures to protect national security, the energy system, critical energy infrastructure and the economic and social environment by arranging, for a specified period, fuel supplies from Russia.
