The parliamentary Committee on Labour, Demographic and Social Policy adopted at second reading amendments to the Labour Code on Thursday. The amendments were approved with Progressive Bulgaria’s (PB) votes, with no changes compared with the amendments adopted at first reading.
The bill provides for the national minimum wage to be determined on the basis of four criteria: the purchasing power of the minimum wage, the cost-of-living level; the overall level and distribution of wages; the rate of wage growth; and long-term labour productivity levels in Bulgaria.
The minimum wage for the following year will be determined by August 15 of the current year. A Council of Ministers ordinance will set out the procedure for determining it.
Continue the Change’s (CC) proposal to have the minimum wage set at 50% of the average gross wage for a 12-month period comprising the last two quarters of the previous year and the first two quarters of the current year was rejected.
CC MP Stoyu Stoev expressed concerns about how the minimum wage for 2027 would be determined in accordance with the law, considering that a cost-of-living index is yet to be determined.
During the debate, the Chair of the Labour Committee, CC MP Venko Sabrutev commented that the current legislation results in a lower minimum wage compared to the previous formula.
PB MP Zdravko Markov stated that the current formula is fair, because it takes into account not just one factor, but four. He said there would certainly be a difficult period at the start while the public adjusts to the new methodology. “Yes, it will be a burden in the first year, but, with a view to long-term policy and long-term economic progress, we must link the minimum wage precisely to this,” Markov added.
