Balgarianovinite.com The Parliamentary Committee on Labour, Demographic and Social Policy approved here on Wednesday at first reading a bill ratifying memoranda of understanding between Bulgaria, Iceland and Norway on the implementation of the European Economic Area (EEA) Financial Mechanism, submitted by the Council of Ministers. The bill was backed by 17 MPs, with none voting against and one abstaining.
The Memorandum of Understanding provides for financial commitments on the Bulgarian side, including co-financing of EUR 18,834,706.
Under the Memorandum of Understanding on the implementation of the EEA Financial Mechanism for the period from May 2021 to April 2028, Bulgaria will receive financial assistance of EUR 119,256,101 aimed at reducing economic and social disparities in the EEA and strengthening bilateral relations with the donor countries. After deductions for donor-state management and other costs, the net amount Bulgaria will receive is EUR 110,908,174, according to the explanatory memorandum to the bill.
Dobrinka Krasteva of the Central Coordination Unit Directorate at the Council of Ministers said that the programmes the Government proposes to finance with around EUR 140 million are Energy Security, Water Resources Resilience, Culture and Local Development.
She specified that the programme funds would be spent by 2031. Krasteva said the arrangement would not burden the state budget, as Bulgaria requests funding, receives it in advance, spends it and is then provided with subsequent tranches.
Asked by Progressive Bulgaria MP Milena Nedeva who the beneficiaries of the measures would be, Krasteva said the programme operator is the Education and Science Ministry, while the final recipients would in some cases be municipalities and in others individual businesses.
Democratic Bulgaria MP Stela Nikolova asked what criteria would be used to select municipalities for funding. Krasteva said initial assistance would be provided to the 215 rural municipalities, after which a competitive scheme with specific criteria would be opened to narrow down the number of eligible municipalities.
Progressive Bulgaria MP Maria Todorova said that the group will support the proposal because they believe these financial mechanisms will bring substantial benefits across every aspect of public life.
