Six people have been charged in connection with the investigation at St. George Hospital in Plovdiv, while three people have been detained for up to 72 hours, Plovdiv District Prosecutor Vanya Hristova told reporters on Tuesday.
On Monday, ten people had been detained by the police in an investigation of an organized crime group established for the purpose of unlawfully obtaining funds from the budget of the National Health Insurance Fund (NHIF) through fictitious hospital admissions. Authorities carried out 40 searches of individuals and properties in Plovdiv, Karlovo, and Krichim, detaining six doctors and four nurses.
The investigation had been underway for several months following a report alleging a large number of hospital admissions and the generation of substantial payments from the NHIF. After analyzing the available information and questioning witnesses, including doctors, investigators determined that approximately EUR 12 million had been paid to the hospital over three years.
Deputy District Prosecutor Dimitar Pehlivanov stressed that the investigation does not claim that these payments were necessarily made unlawfully. Still, during the same period, 24,000 clinical pathways were reported for a department with a capacity of just 49 beds. Investigators subsequently questioned witnesses and found that a significant proportion of the people recorded as having been hospitalized either had never visited the relevant clinics at all or had only been there for medical tests, Pehlivanov said.
As a response, Health Minister Katya Ivkova announced that the government is launching inspections in all 28 administrative regions across Bulgaria to ensure that patients receive quality healthcare and that public healthcare funds are being spent appropriately. The inspections will be carried out by the Executive Agency “Medical Supervision,” the Regional Health Inspectorates, and the Bulgarian Drug Agency.
Ivkova also emphasized that the Health Ministry is working closely with Information Services to enable every patient who uses the eZdrave mobile application to see how much money has been spent on their treatment and to report any services or procedures that they believe did not actually take place. Reports submitted by patients will be recorded in the National Health Information System and investigated using artificial intelligence as well as on-site inspections. These checks are essential to ensuring the quality of healthcare and protecting patient safety, Ivkova pointed out.
