The numbers of 10 voting machines were drawn at the Ministry of Innovation and Digital Transformation for certification ahead of the upcoming presidential elections. The procedure was held publicly in the presence of representatives of state institutions, the Central Election Commission (CEC), the media, and presidential and vice-presidential candidates.
The numbers of the 10 machines were drawn from a list of all devices provided by the CEC. Four teams from the three institutions responsible for the certification process – the Ministry of Innovation and Digital Transformation, the Bulgarian Institute for Standardisation (BIS) and the Bulgarian Institute of Metrology (BIM), as well as external experts, are involved in the process.
The selected machines will undergo the certification procedure set out in the Election Code, Innovation and Digital Transformation Minister Ivan Vasilev said. He added that the protocol from Tuesday’s draw would be sent to the CEC because the rules are determined by the commission, rather than by the government or the Ministry of Innovation and Digital Transformation.
Vasilev urged everyone to familiarise themselves with the CEC’s Elections 360° mobile application, which provides useful information and practical tools. The application includes a voting-machine simulator that allows users to practise voting.
Mario Miladinov of the Bulgarian Institute for Standardisation explained that the machines are certified as complete systems, in the configuration and form in which they will be used on election day.
For the sake of transparency, the Bulgarian Institute of Metrology is ready to hold an open day allowing observers to monitor the machine certification process, Institute Chair Paun Ilchev said.
