The Construction, Industry and Water Supply Federation of the Podkrepa Confederation of Labour is protesting outside the Road Infrastructure Agency (RIA) headquarters in Sofia on Thursday over possible redundancies.
The protest is being held under the slogan “Job Security and Predictability at the RIA”.
Information about redundancies linked to a proposed reform has been circulating since early August, although no specific measures have been set out, the federation’s Deputy Chair Yordan Yordanov told the Bulgarian News Agency (BTA). Preliminary information indicated that more than 600 employees of the National Toll Administration, regional road administrations, the central administration and the Roads and Bridges Institute would be affected, he said. Redundancies had not been officially ruled out, he added.
Yordanov said the union had received no answers to written questions about the possible changes. There was still no clarity on the final number of employees affected or how redundancies would be distributed across the agency’s departments, he said. Prolonged uncertainty was making life difficult for staff, who did not know what the future held for them, he added.
The union’s most recent meeting with RIA management took place on October 7, 2026. Federation representatives were told at the time that the agency’s management board was prioritizing its meetings, Yordanov said. “To me, that means that people are not a priority for them,” he said.
On Thursday, the federation will resubmit its questions in writing and seek a meeting with the Ministry of Regional Development and Public Works, which oversees the agency, as well as with the minister. Yordanov expressed hope that the request for talks would be accepted and that the union would not have to organize a protest outside the ministry as well.
The union is seeking clarity on the scope of the planned redundancies, the stage reached in the procedure, the departments that would be affected and the criteria for selecting employees for redundancy. Protesters also want to know whether an assessment has been made of the risks potential staff cuts could pose to toll and vignette revenue collection and road safety.
The federation said RIA employees had specialized duties involving considerable responsibility for monitoring the national road network, maintaining systems and ensuring traffic safety. A lack of dialogue and uncertainty over the planned changes were undermining trust in the institution and could jeopardize the functioning of key departments, it said.
The federation is calling for an urgent meeting with RIA management to obtain concrete answers about employees’ future and ensure effective social dialogue.
