Vazrazhdane MP Angel Yanchev called for Minister of Culture Evtim Miloshev’s immediate resignation over the renovation of the Monument to Freedom on Shipka Peak in a parliamentary declaration. He said Miloshev was directly responsible for the renovation.
Yanchev said Prime Minister Rumen Radev’s government had approved funding on July 15 this year for what he described as the gutting of the monument. The money was going to a company linked to the Movement for Rights and Freedoms (MRF) that lacked the capacity to carry out the work and was known in Veliko Tarnovo for shoddy energy-efficiency renovations of prefabricated apartment blocks, he said. Miloshev was taking no action and had sent the Director of the Shipka-Buzludzha National Park-Museum to provide explanations, he added.
Yanchev added that Parliament was being told the government had no money for anything, yet BGN 16 million was being allocated to the MRF-linked company for the renovation.
The project documentation had been approved in 2022, in the final days of the government of then prime minister Kiril Petkov, Yanchev said. Three public procurement tenders had since failed because bidders had not been approved or, rather, because the technical design itself showed that the work now under way was unnecessary, he added.
The Ministry of Culture had only told them that the museum exhibition would be reduced by 35% and that this had been agreed with three professors, while assuring them there was no cause for concern, he added.
Yanchev said the forthcoming burial of Bulgarian Tsar Samuel’s remains in Sofia did not change the fact that the Monument to Freedom had been gutted and that the work there was intended to distort Bulgaria’s history.
In a declaration on September 25, Vazrazhdane called for work on the Monument to Freedom on Shipka Peak to be halted pending an independent expert review.
Conservation and restoration work began on September 3, 2026, with the monument closed to visitors until completion. Shipka-Buzludzha National Park-Museum Director Chavdar Angelov said moisture penetrating the interior was a major problem. Work would take place between April and October over three consecutive years because of the harsh weather conditions.
The existing permanent exhibition would be dismantled and stored, then replaced with a new display featuring additional information, display cases and artefacts, Angelov said. He warned that suspending the restoration for three years would require restarting contractor selection procedures and could lead to serious deterioration of the monument.
