Balgarianovinite.com Energy Minister Iva Petrova has appointed a new Board of Directors of the Bulgarian Energy Holding (BEH), she announced at a press conference on Thursday outlining the government’s priorities in the energy sector.
The new board members are Andrey Zhivkov, Ilza Chinkova, Ivo Todorov, Petar Angelov and Vasil Vasilev.
Petrova said troubling practices had been identified at BEH, making a detailed inspection necessary.
She also said the Energy Ministry had identified delays in critical reforms and that the first step taken by the new leadership had been to conduct a strategic review of the sector’s financial condition and establish an objective picture of the inherited situation.
According to Petrova, there are significant difficulties in implementing investments and a need to accelerate the administrative framework governing the sector. She added that preparations for legislative changes affecting the energy sector had also been delayed.
Payments and implementation under projects financed through the Recovery and Resilience Plan are lagging behind in a number of procedures due to tight deadlines and the limited level of completed payments, she said.
Petrova added that little progress had been made on the effective absorption of funds under the Modernization Fund and that preparations for utilizing financing under the Norwegian programme were also behind schedule.
She also pointed to a lack of progress in developing and implementing a comprehensive strategic vision for the Maritsa East complex. According to her, reform of BEH is part of that vision and is linked to commitments under the Recovery and Resilience Plan requiring improved corporate governance and restructuring of the holding.
Petrova said the ministry is already working on draft legislative amendments and has restored institutional dialogue with the Energy and Water Regulatory Commission, businesses and consumer organizations.
She added that revising Bulgaria’s contract with BOTAS is among the ministry’s priorities and said she is due to meet with Turkish counterparts, expressing confidence that a workable solution will be found.
