The European Commission is preparing a proposal for visa restrictions on foreign nationals responsible for hostile acts against the EU, a Commission spokesperson said on Tuesday.
The proposal will be submitted to the Council of the EU, the spokesperson said in response to questions at a press conference.
The Commission is also preparing measures to bar former Russian military personnel from entering the EU, the spokesperson added. That proposal will be presented soon.
EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said on Monday that there was political support for an EU entry ban on former Russian combatants and the suspension of visas for Russian tourists. She added that questions remained about how the measures could be implemented.
The number of Russian citizens admitted to the EU has declined steadily since Russia’s invasion of Ukraine, the spokesperson said on Tuesday. Russian nationals made 4 million trips to the EU in 2019, compared with 618,000 last year, he added.
