Balgarianovinite.com The Black Sea region is not getting the political and economic attention it deserves, Milena Angelova, European Economic and Social Committee (EESC) rapporteur on the EU strategic approach to the Black Sea and Bulgarian Industrial Capital Association (BICA) Secretary General, told a conference on Tuesday.
Countries in the region, including Bulgaria, Romania, Georgia and Ukraine, should work actively to develop stronger infrastructure and prepare more concrete projects, Angelova said. Without such projects, the strategic approach will remain only on paper, she added. Ukraine has a highly active presence in Brussels and regularly organizes forums, while Bulgaria and Romania’s activity is almost invisible, Angelova said.
Programming for the EU’s 2028-2034 financial framework is now under way, Angelova said, adding that Black Sea countries must set out the region’s priorities. Intensive work is needed to turn the strategic approach into a strategy with clear deadlines and funding, she added.
The Black Sea is not recognized as a military frontier, while the challenges facing Romania and Bulgaria are mounting precisely because of the war, Angelova said. Hybrid threats and disinformation have a constant impact and can trigger crises in various forms, she added. The Economic and Social Council (ESC) of the Republic of Bulgaria has seen how damaging such attacks can be during the introduction of the euro, Angelova said.
On security, Angelova said international institutions involved in decisions on the Black Sea are blocked to some extent. Some are not functioning at all, while others have limited mandates because of Russia’s participation. The idea of a security hub is far from implementation, she said, adding that funding should be sought once there is international agreement and a decision on what it will look like.
The conference, titled From Constanta to Varna: Promoting and Paving the Way for the Practical Implementation of the EESC Opinion and the Bulgarian ESC Resolution on the European Union’s Strategic Approach to the Black Sea Region, is being held at the University of Economics – Varna. The event is co-organized by the European Economic and Social Committee and the Economic and Social Council (ESC) of the Republic of Bulgaria. It is the second forum of its kind, following one in Constanta, Romania, and aims to link the two key European Black Sea ports in a common dialogue on the region’s future. The conference brings together representatives of European and national institutions, civil society organizations, trade unions and employers’ associations to discuss how the recommendations of the two consultative bodies can be put into practice and incorporated into Bulgaria’s national positions in the shaping of future European Union legislation.
