Expert Council Approves Plan for Last Unfinished Sofia Ring Road Section

The National Expert Council has approved the detailed development plan for Sofia Ring Road’s last unfinished section after a wait of more than two decades, Sofia Mayor Vasil Terziev said on Monday.
“The plan’s approval is not a gift to Sofia. It fulfils a commitment and marks an important step in joint work on a project that the State and the municipality owe the public,” Terziev said.
At Sofia Municipality’s initiative, the institutions met in 2025 and the municipality, the Road Infrastructure Agency (RIA) and the Health Investment Company reached an agreement setting specific responsibilities and deadlines for infrastructure around the National Children’s Hospital and the related section of the Ring Road, Terziev noted.
“We are working on three development plans for the infrastructure around the Children’s Hospital: the street leading to it, a large car park with an underground link, and the electricity substation,” he added. Expropriation procedures were launched for 21 properties needed to provide transport access to the hospital. The procedures have been completed and compensation paid for 14 of them, Terziev said. The municipality is also preparing the supporting infrastructure and its connections to Sofia Ring Road.
Sofia Ring Road forms part of Bulgaria’s national road network and its strategic transport links. It carries transit passenger and freight traffic, connects major motorways and forms part of the trans-European transport network, Terziev wrote.
The section will also provide access to the future National Children’s Hospital for children and families travelling from across Bulgaria. Completing the Ring Road is therefore important to Sofia and is a commitment of national significance, Terziev said. The next stages are the technical designs, property expropriation, financing and construction.
Terziev said the municipality would continue its work and monitor whether the agreed deadlines and commitments were met.
“On Sofia Day, our government will give all Sofia residents a small gift: we will review and approve the detailed development plan for the final section of Sofia Ring Road, from Buxton borough to Struma Motorway,” Minister of Regional Development and Public Works Ivan Shishkov said on bTV’s morning programme on September 17. He added that this was the final obstacle before construction work could begin.
