FATF Gives Green Light for Bulgaria’s Exit from Anti-Money Laundering Grey List 2026

Balgarianovinite.com The Financial Action Task Force (FATF) has given the green light for Bulgaria’s removal from the grey list, Bulgaria’s Justice Ministry wrote on Facebook.
According to a decision by the FATF, officially announced on Friday, Bulgaria has substantially completed its Action Plan for removal from the list, which has been a significant obstacle to attracting foreign investment. One final on-site assessment remains to be conducted to confirm that the reforms implemented are irreversible, the ministry said.
At the meeting in Paris, Bulgaria was represented by Justice Minister Nikolay Naydenov. He said that Bulgaria has fulfilled all measures outlined in the Action Plan and is prepared to demonstrate the effectiveness of the reforms undertaken. He also affirmed that the country will continue its efforts at all levels to strengthen the system for combating money laundering and the financing of terrorism.
FATF recalls that in October 2023, Bulgaria made a high-level political commitment to work with FATF and MONEYVAL to strengthen the effectiveness of its anti-money laundering and counter-terrorist financing regime.
At its plenary meeting in June this year, the FATF reached a preliminary conclusion that Bulgaria had substantially completed its Action Plan and scheduled an on-site assessment to verify that the implementation of anti-money laundering and counter-terrorist financing reforms has begun and is functioning effectively, and that the necessary political commitment remains in place to ensure the continuation of these reforms.
Bulgaria has undertaken the following reforms: (1) implementing its national AML/CFT Strategy through adopting a comprehensive action plan; (2) addressing remaining technical compliance deficiencies; (3) demonstrating initial implementation of risk-based supervision for postal money operators, currency exchange providers and real estate agents and establishing market entry controls for VASPs and postal money operators; (4) ensuring that the beneficial ownership information held in the Register is accurate and up-to-date; (5) completing the implementation of the automated system to ensure more automated prioritization of STRs; (6) improving investigations and prosecutions of different types of money laundering in line with risks, including high-scale corruption and organized crime; (7) ensuring that confiscation is pursued as a policy objective; (8) ensuring the ability to conduct parallel financial investigations in all terrorism investigations; (9) addressing gaps in the TF and PF targeted financial sanctions (TFS) frameworks; and (10) identifying the subset of NPOs most vulnerable to TF abuse and demonstrating initial implementation of risk-based monitoring to prevent abuse for TF purposes.
These measures form part of Bulgaria’s efforts to meet international standards and secure its removal from the FATF “grey list” of jurisdictions under increased monitoring.
It transpired on Wednesday that the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) of the Council of Europe has completed its Fifth Evaluation Round for Bulgaria, and that the country has achieved either “Compliant” or “Largely Compliant” ratings on all 40 recommendations of the Financial Action Task Force (FATF).
MONEYVAL concluded that Bulgaria has strengthened its legal framework for the prevention of and fight against money laundering and terrorist financing.
This assessment represents a significant milestone in Bulgaria’s efforts to align its anti-money laundering and counter-terrorist financing regime with international standards and supports the country’s progress toward full removal from the FATF grey list of jurisdictions under increased monitoring.
