Balgarianovinite.com The budget balance under the consolidated fiscal programme (CFP) for end-April was negative, amounting to EUR 1.761 billion, or 1.4% of the country’s projected GDP, the Ministry of Finance reported on Friday.
The Ministry of Finance’s data is in line with the preliminary estimates published earlier this month, which projected a deficit of EUR 1.75 billion as of April. In early May, Bulgaria’s Fiscal Council calculated, based on preliminary estimates, that the expected deficit as of April would be the highest in 15 years.
As of the fourth month of the year, the fiscal reserve stood at EUR 6.803 billion, including EUR 5.282 billion in deposits held by the fiscal reserve at the Bulgarian National Bank and commercial banks, and EUR 1.52 billion in receivables from European Union funds for certified expenditures, advances, and other items.
Revenues, grants and donations under the Programme for the reporting period totalled EUR 14.071 billion or EUR 1.557 billion (12.4%) more compared to the same period in 2025. Tax revenues increased by EUR 1.45 billion in nominal terms or by 14.5%. Non-tax revenues decreased by EUR 306.4 million, mainly due to a change in the payment deadline for the Bulgarian National Bank’s surplus of revenue over expenses from April 30 to June 30. Receipts from grants and donations increased by EUR 413.9 million.
Expenditures under the CFP, including Bulgaria’s contribution to the EU budget, amounted to EUR 15.832 billion, compared to EUR 13.492 billion in April 2025, meaning that expenditure grew by EUR 2.339 billion or 17.3%.
The Ministry of Finance noted that the increase in spending is primarily due to social security and health insurance payments, including pension costs, as well as personnel expenses, capital expenditures, and other items.
