A forum focusing on disaster prevention, climate risk preparedness and institutional coordination was held here on Tuesday as part of the Annual Meeting of the National Association of the Municipalities in the Republic of Bulgaria.
The event marked the International Day for Disaster Risk Reduction and was moderated by Kavarna Mayor Elena Baltadzhieva. The opening session featured Karlovo Mayor Emil Kabaivanov, Hideoaki Machida, Deputy Head of Mission at the Embassy of Japan in Bulgaria, and Jason Pellmar, World Bank Country Manager for Bulgaria.
The first panel explored how municipalities can prepare for future climate risks, as representatives from Karlovo, Tsarevo and Bolyarovo shared lessons from floods, wildfires and recovery efforts, highlighting the need to shift from emergency response to proactive prevention. Research findings on disaster preparedness and the role of EU territorial cooperation programmes were also presented.
The second panel examined European and global disaster prevention practices and the importance of effective coordination during emergencies. Speakers included Bulgarian emergency management officials, Markus Heidn of the Austrian Society for Disaster Risk Reduction, and Fuad Malkawi, a World Bank Senior Urban Development Specialist.
The forum emphasized prevention, early warning systems, public preparedness and coordinated institutional action as key measures to reduce disaster impacts and strengthen municipal resilience.
