Balgarianovinite.com Gabrovo Mayor Tanya Hristova has sent an open letter to Prime Minister Rumen Radev, calling for urgent measures to ensure public order and security in the city, according to the mayor’s official website.
In the letter, Hristova says that Gabrovo Municipality is facing a serious challenge to the safety and peace of mind of its citizens amid an escalation in petty crime, growing ethnic tensions, and a heightened sense of insecurity.
The Mayor says that the problem does not lie in a lack of legislation, but in its insufficient enforcement. Experience shows that the lack of consistency and timely response by state institutions creates a sense of impunity, undermines public trust, and puts public order at risk, the letter reads.
Hristova also notes that Gabrovo Municipality has invested significant financial and organizational resources in video surveillance systems, improvements to the urban environment, and crime prevention, but that these efforts cannot be sufficiently effective without a timely police presence and decisive action by the State.
The letter emphasizes that the Mayor bears daily responsibility to citizens for their safety but does not have the necessary operational powers to combat crime, as these are vested in law enforcement authorities. This creates a discrepancy between public expectations of local government and its legal capacity to act, Hristova says.
She calls for legislative changes that would provide municipalities with clearer mechanisms for participation, coordination, and oversight in the planning and implementation of public order measures, as well as for more effective cooperation with the Interior Ministry. One of the proposals in the letter is a model under which the heads of Interior Ministry regional directorates, who are responsible for public order at the local level, would gain legitimacy through direct election by citizens as part of local elections.
The Mayor requests an urgent meeting with the Prime Minister and the Interior Minister to discuss specific measures and the legislative changes needed to stabilize security in the municipality.
On May 6, a brawl broke out in Gabrovo between a group of people, resulting in injuries. Pre-trial proceedings were launched, and the Interior Ministry began an investigation to establish all circumstances surrounding the incident.
Following the brawl, civic protests were organized in the city. On June 19, another incident was reported in Gabrovo, prompting a separate investigation. This triggered further protests, during which citizens expressed concern about public safety and demanded consistent measures to prevent similar incidents. The investigations are ongoing.
