GERB Files Complaint with European Commission over Audit of Road Infrastructure Agency 2026

GERB has filed a complaint with the European Commission (EC) over the extraordinary audit of the Road Infrastructure Agency (RIA) commissioned by Parliament and assigned to the Bulgarian National Audit Office, GERB MP Temenuzhka Petkova said at a news briefing in Parliament here on Friday.
“Nearly a month ago, we informed you that certain manipulations involving data and available documents were taking place as part of this extraordinary audit of the RIA,” Petkova said.
She explained that, following verbal instructions from the Finance Ministry, documents and certificates were being prepared at the RIA for activities due to be accepted and accounted for in 2026. According to her, other documents and certificates were being created to transfer these activities to the expired budget of 2025, although they should be accounted for in 2026.
The aim of this, Petkova alleged, was to improperly increase the deficit for 2025 and reduce what she described as the “scandalous” budget deficit of 5.7% of the country’s gross domestic product projected for 2026. She also said that Regional Development and Public Works Minister Ivan Shishkov had this information before the draft audit report on the RIA had been completed.
According to Petkova, the audit report was delivered both to the RIA’s current management and to all former agency heads whose work had been subject to scrutiny.
She further argued that the Bulgarian National Audit Office’s report undermined what she called the Progressive Bulgaria governing party’s claim about invoices being kept in drawers, as no such invoices had been found.
“No such invoices have been issued, and no certificates for completed activities have been approved by the Management Board or endorsed. However, certificates have been found. In practice, this confirms our position and the information we received about data manipulation,” Petkova said.
GERB notified the European Commission on Wednesday, she added, expressing hope that appropriate action would be taken.
“The country’s reputation and that of our national and European institutions cannot be sacrificed in pursuit of narrow party interests,” the GERB MP said.
In early September, GERB said it had information indicating that, following verbal instructions from the Finance Ministry, documents were being created at the RIA to transfer expenditure from 2026 to 2025.
In a statement at the time, the Finance Ministry categorically distanced itself from public speculation that the state budget deficit for 2025 was being manipulated through interference in the National Audit Office’s work on commissioned audits.
In response to inquiries, the National Audit Office said it was carrying out all audits of the RIA, social payments and public finances commissioned by Parliament. It noted that no final audit reports had yet been adopted for any of them.
The institution added that the final audit report on the RIA must be submitted to Parliament by October 30, 2026.
