GERB-UDF have proposed temporary cuts to excise duties on petrol and diesel and to VAT on motor fuels, including a reduction of the VAT rate to 9%. In a declaration read in Parliament on behalf of the parliamentary group on Wednesday, MP Krasimir Terziev said that GERB-UDF had submitted a bill proposing urgent measures to tackle high fuel prices, noting that the bill had not been taken up for consideration in the debating chamber earlier in the day. The reason is procedural: the bill has not yet received a committee opinion and the period stipulated in Parliament’s rules has not yet expired, Terziev added.
“We respect the Parliament’s Rules of Organization and Procedure, but prices at the pump cannot wait for parliamentary procedures. Inflation cannot wait for a committee, people’s bills cannot be put off for 15 days. Bulgarian businesses cannot put their expenses on hold either,” the MP said, urging parliamentary committees to consider the proposal as quickly as possible and the government to take action.
Terziev said their legislative proposal was “neither a slogan nor a promise that the State could set the price at every petrol station with a single signature.“ “We are proposing a package of temporary measures: first, Bulgaria should seek EU approval for a temporary reduction in excise duties on petrol and diesel, following the model already used by Croatia,” he said. The bill proposes that the Finance Minister, within seven days, submit through the Council of Ministers a reasoned request to the European Commission for the temporary application of excise duty rates below the EU minimum levels, the GERB-UDF MP said. The proposal also calls for an assessment of the possibility of temporarily reducing VAT on motor fuels, including a scenario involving a 9% rate, he added. “We are not proposing to violate EU law. Quite the opposite – we are proposing that Bulgaria officially seek the European Commission’s position and, if there is a legal possibility to do so, take action,” the MP said.
“If the tax reduction is fully passed on to the final price, calculations show the potential for a significant reduction in the price per litre of petrol and diesel. Under the combined scenario of a lower excise duty and 9% VAT, the bill estimates savings of approximately EUR 20–21 when filling a 50-litre tank. In other words, the price at the pump could fall by EUR 0.40 per litre,” Terziev said.
GERB-UDF is also proposing permanent public monitoring to ensure that the tax relief is actually passed on to consumers.
