Government Measures Give Bulgaria Strong Position to Leave Anti-Money Laundering Grey List, PM Radev Says 2026

Balgarianovinite.com The political will and the actions taken by the Bulgarian government to combat money laundering, the shadow economy, and corruption are another guarantee for Bulgaria’s strong position to leave the shameful “grey list”, Prime Minister Rumen Radev said during a Council for Coordination and Cooperation meeting held at the Council of Ministers, the government press service reported on Thursday.
The meeting included a review of progress in implementing measures and actions aimed at removing Bulgaria from the grey list, ahead of the upcoming reporting to the Financial Action Task Force (FATF) and its expected visit to Bulgaria, the statement also said.
“We are creating mechanisms not only to combat violations post-factum, but also to prevent such phenomena from occurring,” the Prime Minister said. Radev stressed that the current government is the first to have a dedicated section in its programme with clearly defined measures to combat corruption, the shadow economy, and money laundering.
He added that competent authorities, including the Interior Ministry, security services, and the Economic Police Department, immediately take action on all reports of violations and corruption. The Prime Minister called for swift action in the remaining time before the FATF visit so that all outstanding activities under the plan are completed on time, to a high standard, and properly documented.
Radev highlighted the importance of the government’s SIGMA (Integrated System for Civic Monitoring and Analysis) initiative, a public transparency tool for financial flows in the country. The system has already processed nearly 200,000 public procurement procedures, with results showing that more than 30% of them had only one bidder. “We will work persistently to reduce this figure,” the Prime Minister said. He added that work is already underway on the next stage, in which the system will be connected to the Commercial Register and all links that could lead to corrupt practices will be exposed. Going forward, the system will also identify price anomalies regarding abnormally high prices.
Radev also said that once operating at full capacity, SIGMA will be a very powerful tool for continuous automated oversight against violations. In addition, reference prices for water and sewerage projects, and road repairs and construction are expected to be introduced. Significant progress on digitalization in transport involving the toll system, customs authorities, and the National Revenue Agency, was also noted.
Bulgaria was included in the grey list of countries placed under “increased monitoring” by the FATF in October 2023.
In June this year, FATF gave the green light for Bulgaria to leave the grey list, the Ministry of Justice said on its Facebook page. The group’s decision stated that Bulgaria had largely completed its Action Plan for removal from the list, which has significantly hindered foreign investment in the country. One final on-site assessment remains to confirm that the reforms carried out are irreversible.
