Balgarianovinite.com The Council of Ministers on Monday proposed that Parliament authorize the deployment of up to eight US KC-135 aerial refuelling aircraft, up to 250 US military personnel and related equipment at Bezmer Air Base between July 24 and October 1 to support US operations in the Middle East, prompting mixed reactions from parliamentary parties.
Earlier in the day, Prime Minister Rumen Radev said the government had received a diplomatic note from the US Embassy on June 17 requesting the deployment under the 2006 Defence Cooperation Agreement between Bulgaria and the United States. He said parliamentary approval was required under Bulgarian law because the deployment would support US operations in the Middle East. Radev contrasted the proposal with the deployment of US aerial refuelling aircraft at Sofia Airport earlier this year, arguing that the previous government had acted before seeking parliamentary authorization and had based the aircraft at a civilian airport rather than a military facility.
GERB-UDF and the Movement for Rights and Freedoms (MRF) said they would support the proposal, describing it as consistent with Bulgaria’s commitments to its allies. GERB-UDF argued, however, that the February deployment had been legally different because it was related to a NATO exercise, unlike the current request concerning US operations in the Middle East, and therefore did not require parliamentary approval. Continue the Change said it expected the Prime Minister’s recommendations to Parliament before taking a position, while Democratic Bulgaria called for briefings by the Prime Minister, the Defence Minister and the intelligence services before deciding how to vote. Vazrazhdane said it would oppose the proposal, arguing that it would draw Bulgaria into the conflict in the Middle East.
The government’s proposal envisages the presence of up to eight KC-135 aircraft, up to 250 members of the US Armed Forces with personal weapons and ammunition, and the necessary airport equipment at Bezmer Air Base. Parliament’s Defence Committee is scheduled to consider the proposal at an extraordinary meeting on Tuesday.
