The National Council of the Bulgarian Association of Health Care Professionals (BAPZG) has authorized the organization’s chair, Diana Georgieva, to appeal the 2026-2028 National Framework Agreement for Medical Activities for being left out of the negotiations leading up to it, the association, which represent medical practitioners other than doctors, said on Tuesday.
The decision is based on what the Association sees as a breach of Article 54(1) of the Health Insurance Act, which requires the Bulgarian Medical Association to invite BAPZG to participate in negotiations on provisions concerning activities carried out by nurses, nurse-midwives and associated healthcare professionals. “Yet another year, the interests of healthcare professionals and patients have been overlooked,” the association said, adding that patients could benefit from healthcare services covered by the National Health Insurance Fund.
The National Council represents the association’s position and comprises members of its governing board, the chairs of its regional branches and the leadership of its national advisory councils.
In September, BAPZG called for the parliamentary Health Committee to examine the signing of the new National Framework Agreement without the Association’s participation in the negotiations.
The agreement was signed by the National Health Insurance Fund and the Bulgarian Medical Association earlier that month.
