Balgarianovinite.com “I requested and received the resignations of Deputy Minister Ivian Benishev, Daniel Petrov, Director of the Emergency Medical Services Directorate, and Iliya Tasev, Director of the Public Health Directorate.” Health Minister Katya Ivkova said at a news briefing.
As the reason for the requested resignations, Ivkova pointed out that until mid-August, no third-party liability or comprehensive insurance had been planned for either the ambulances or the vehicles of the Regional Health Inspectorates.
Without insurance, the ambulances will remain grounded, the minister said.
“This is purely an administrative matter and is handled by the departments of the Health Ministry,” the minister explained. The procedure should have been launched in the autumn of 2025. The minimum time required to complete it is six months. Instead, the departments were exchanging letters, Ivkova said. The ministry’s new leadership was not informed about the issue until Monday (August 24), the minister added.
The risk concerning the insurance coverage would have appeared in mid-September, Ivkova said. She explained that Benishev was the deputy minister responsible for Emergency Medical Services and had previously served as director of the Emergency Medical Services Directorate. The law allows him to return to his previous position, but “I hope his moral compass will not allow him to do so,” Ivkova commented. She also said that there had been emergency situations in previous years as well.
A crisis plan has been activated to secure third-party liability and comprehensive insurance for the ambulances for the remaining four months of the year. At the same time, a procedure will be launched for all insurance policies for next year, the minister said.
“This case proves how necessary the reform and the establishment of a National Centre for Emergency Medical Services are. It would bring together all administrative, organizational, and procedural functions under one roof. This would ensure the functioning of the emergency medical care system across the country,” the minister added.
