Ad Hoc Committee Approves Provisions of National Assembly Rules of Organization and Procedure 2026

Balgarianovinite.com Sitting on Wednesday, the competent parliamentary Ad Hoc Committee approved further provisions of new draft Rules of Organization and Procedure of the National Assembly moved by Progressive Bulgaria.
According to the approved version, the National Assembly Chair may move a change in the agenda, unlike until now, when this required prior consultations with the parliamentary groups in the Presiding Body.
“Allowing agenda items to be moved without the Presiding Body would escalate tensions,” Stoyu Stoev MP of the opposition Continue the Change warned.
Extraordinary plenary sittings may be held at any time im exceptional cases but not earlier than 12 hours after they have been scheduled, the Ad Hoc Committee resolved.
The presence of a quorum will be checked for no less than one minute through the electronic voting system before the sitting is opened. When a vote is upcoming, the Chair, acting either on their own initiative or on a motion by a parliamentary group but up to three times during a sitting, may check the quorum through the electronic voting system.
The time limit for entering motions for inclusion of items in the forthcoming programme of the legislature by parliamentary groups was moved up to 5 pm from 6 pm on the day preceding the plenary sitting at which a vote on the programme will be taken.
Stoev sees this as a bid by the ruling majority to curb MPs’ options to submit legislative drafts for consideration.
The Committee approved a motion by Petar Petrov MP of Vazrazhdane according to which after a declaration is read out, no personal explanations or other procedural interventions containing comments, opinions or discussion in substance on the declaration’s contents may be made. Breaches of this rule will be punished under the Rules of Procedure.
Points of order may be raised without dealing with the substance of the main issue within one minute (down from two minutes before).
The number of standing parliamentary committees is proposed to be reduced from 25 to 24.
The previous Committee on Demographic Policy will be merged into the Social Policy Committee, which will be named Committee on Labour, Demographic and Social Policy.
Continue the Change opposed this motion. Stoev argued that demographics should be addressed separately, outside the framework of social policy so as to enable a focused dialogue on this area.
The Committee for Security Services Oversight, Application and Deployment of Special Intelligence Means and Data Access under the Electronic Communications Act will be formed on a parity basis and its chair will rotate for each parliamentary session from the largest to the smallest parliamentary group, the lawmakers resolved.
The Committee voted, 9-4 with no abstentions, to approve a limitation to the power to move the election by the National Assembly of ad hoc committees: from any parliamentary group regardless of its size to the Chair or one-fifth of all members (i.e. 48 MPs).
“Such committees are turned into a tool of control and verification, and we should consider how the National Assembly will be engaged in such activity,” said Rositsa Kirova MP of GERB-UDF. “The plenary majority determines the importance of having a committee of inquiry into a particular issue, and the Rules of Procedure do not have to restrict the MPs’ right to propose committees,” she argued.
Another change moved by the Ad Hoc Committee is scrapping the suspension of regular plenary sittings and committee meetings for the duration of a parliamentary election campaign.
The debate on the draft Rules of Organization and Procedure will continue at the committee stage on Thursday.
